Reasons for Establishment
KO-IN (hereafter referred to as “the base”) serves as the ecosystem for fostering smart technology startup incubation and emerging innovation in Greater Kaohsiung. It is managed by Legend Innovation, which provides early-stage investment matchmaking and professional support. However, the startup ecosystem often lacks "practical experience" and "nurturing support," which are not sequential but rather mutually dependent. If early-stage startups can gain practical experience and essential resources driven by market demands from larger companies, they can refine their products and business models, entering the capital acceleration stage successfully.
Furthermore, collaborating large companies can efficiently establish industry value chains, reducing trial-and-error and communication costs associated with unfamiliar partnerships. This collaboration accelerates R&D commercialization, laying the groundwork for sustainable operations. As a result, rather than merely facilitating connections, Legend Innovation actively links government policy resources, industry associations, and the mature business models and market-driven demands of larger companies to create a collaborative platform called the "Lab of Digital Twins." The lab aims to promote the above strategic objectives more efficiently and effectively.

Aligned with key industry policies, the lab supports the development of Kaohsiung's "New Strategic Industry – Southern Semiconductor (Technology) S Corridor," extending from the core "Semiconductor S Corridor" to surrounding industrial clusters and innovation parks in Kaohsiung.
Tainan Science Park
Home to TSMC, Winbond, UMC, Win, ASML, Entegris and etc., with "Southern Science Park Phase III" positioned as an advanced semiconductor cluster, currently in preparation.
Kaohsiung Science Park (Luzhu)
Encompasses intelligent industrial parks and biotech medical device zones.

Under construction, will host industries such as semiconductors, aerospace, smart machinery, innovative technologies (5G, smart robotics), and smart biomedicine.

Hosts companies like ASE, Nanzi Electronics, OSE, Yageo, Mabuchi Motor and etc., along with SGS for general verification. The first phase of the industrial park is planned for TSMC's entry, while the second phase is open for international investment.
